Greetings!

Time and again, history has shown the potent force of the youth to effect societal change. In the choosing of our country’s leaders, the youth plays a significant role in acting as society’s conscience. Hence the youth have every reason to look to the future with optimism and one way to ensure our bright future is to campaign for a clean and honest election in order to democratize the process of choosing our country’s leaders.

To further advance our anti-fraud, anti-violence campaign this coming 2007 elections, the Office of the Student Regent, together with YOUTH VOTE (Youth Volunteers for an Orderly and Transparent 2007 Elections), intends to launch several activities in line with our campaign. We would like to involve the greatest number of students to ensure that our ballot is protected during times of uncertainty and possible threats of electoral fraud and violence.

In this regard, we are inviting your council/organizatio n to attend the meeting wherein we can collectively plan activities that will support our campaign for a transparent 2007 elections. This will be held on May 3, 5 PM at the Vinzons Conference Room.

University Council Resolution for Clean and Honest Elections

Resolution for a Clean and Honest May 2007 Elections

Elections for local and congressional leaders will be held this May.

However, recent experiences have shown that our electoral process suffers from legal and moral infirmities.  The “Garci” Tape scandal; the disbursement of public funds to promote the candidacy of select persons; the use of guns and goons; rising political dynasties; and the disinformation sown during campaigns are signs that there are those who do not respect the electoral process.

Assassination and arrest of candidates, the deployment of armed personnel and other forms of intimidation are resorted to ensure their stay in positions of power.  There are those who fear that their votes will not be counted.  This is not only a strike against the democratic process but a big blow to our basic freedoms.

The University advocates clean and honest elections – an election that truly reflects the peoples’ will.

The UC desires elections that reflect the will of the people.
We call on people in power to respect this will.
We call on the COMELEC to perform its duty.
We call on citizens to be vigilant in the exercise of their electoral rights.
We call for fundamental electoral reforms.

University Council Resolution on Civil Liberties

Resolution Reiterating the University Council’s Call to End Militarization and Political Repression


The University Council condemns measures by the Arroyo administration to curtail civil liberties.

Armed Forces of the Philippines soldiers are in 27 barangays in Metro Manila in spite of the statement of the Chair of the Commission on Human Rights that “military presence in urban poor communities is tantamount to violation of certain civil and political rights of the residents.”

The passage of and soon-to-be implemented Human Security Law (Anti-Terrorism Law) further threatens to constrict the remaining democratic space.  The law is characterized by loose and excessively broad definitions of terrorism, terrorist acts and terrorist individuals and organizations. Measures such as wire-tapping, warrantless arrest, expanded detention and interrogation periods are built-into the law. These could readily be subject to misuse and abuse, given the state of rising militarism in the country.  Provisions of the law violate the Bill of Rights of the 1987 Constitution.

Closer to home, retired faculty and former chair of the Journalism Department Bobbie Malay experienced state brutality first-hand as her home was ransacked by the police, bearing a photocopy of a search warrant with the wrong address. She remained at the side of her husband Representative Satur Ocampo during his arrest and detention on charges obviously meant to harass him and hamper the campaign of his party.  Former UP President Francisco “Dodong” Nemenzo still has a pending rebellion case hanging over his head.  Students Karen Empeno and Sherlyn Cadapan have been missing for 10 months.

The University Council remains steadfast in its commitment to civil liberties and the pursuit of justice for all.   It calls for the permanent withdrawal of military troops in the urban communities in Metro Manila, and an end to political killings, abductions and political repression.

Bukas na Liham sa Komunidad ng UP (Mula sa SAVE RIPADA MOVEMENT)

Ipinadala ang nasa ibaba ng Save RIPADA (Ricarte, Palaris, Dagohoy) at Area 11 Movement. Ang RIPADA at Area 11 ay mga maralitang komunidad sa loob ng UP.

PLANONG DEMOLISYON NG RIPADA AT AREA 11 TUTULAN, LABANAN

BUKAS NA LIHAM SA KOMUNIDAD NG UP
Abril 20, 2007

Ibinalita na noong Marso 29, 2007, nagdesisyon ang Board of Regents na ipatupad ang planong demolisyon sa Ricarte, Palaris at Dagohoy (RIPADA) para sa umano’y pagpatupad ng pagpapalawak ng C5 na magdugtong sa Katipunan at Luzon Avenue.

Hangang sa ngayon, Abril 20, 2007, wala pang ibinahabahagi na kopya ng desisyon ng BOR sa mga apektadong mga komunidad. Pero nag-umpisa nang maramdaman ang presensya ng mga tauhan ng Metro Manila Development Authority sa mga komunidad na nagsasagawa ng mga pagsusukat.

Matinding pangamba at pagkabahala ang nararamdaman naming mga naninirahan sa RIPADA at Area 11 sa ganitong balita at presensya ng MMDA sa aming mga komunidad.

Lalo pang lumakas ang aming mga pangamba nang mapasakamay sa amin ang sulat ni Chancellor Sergio S. Cao sa kay Presidente Emerlinda Roman na may petsang Marso 27, 2007 na naglalaman ng resulta ng pakikipag-usap niya sa kay Bayani Fernando ng MMDA.


Ayon sa sulat:

“I requested Chairman Fernando to consider the following to “compensate” the University for the use of the area and to offset the displacement of these employees. This compensation can be in the form of employee welfare and campus development. These include:

a)      MMDA to build housing for the displaced employees (Director Germar to submit to MMDA the specifications of the University’s walk-up housing);

b)      MMDA to build sound barriers all the way to CP Garcia area and to build fencing for the campus from the corner of CP Garcia all the way to the area affected by the new C-5 development;

c)      MMDA to remove informal settlers fronting the NIP area

d)      MMDA to develop existing roads in the area that will be affected by the development (MMDA to coordinate this with the Barangay); and

e)      MMDA to conduct census of the whole area (to include those that will not be affected or displaced). Result of the census to be included in the documentation to be given to UP.

Chairman Fernando had agreed in principle to the above forms of compensation.”

Sa aming binigyang diin sa itaas letra a at letra c, malinaw ang batayan ng aming mga pangamba. Para sa mga kawani ng mga UP, ang planong relokasyon ay housing na walk-up. Paano kakayanin ng mga kawani ang upa sa housing na walk-up na kahit mismo ang mga faculty ay namumrublema sa singil na P3,500 to P4,500 bawat buwan?  Paano ang mga retiradong kawani ng UP na naninirahan sa RIPADA at ang mga hindi empleyado ng UP pero mga malinaw na matagal nang nakatira sa mga komunidad na ito at nagbibigay serbisyo bilang mga labandera, manininda at iba pa. Anong klaseng relokasyon ang inihahanda sa kanila? Tahimik ang UP tungkol sa mga tanong na ito.

Sa letra c, ginamit  ng UP sa pamamagitan ni Chancellor Cao ang pagkakataong ito para makasangkapan pa ang MMDA sa demolisyon ng Area 11. Sa katunayan, nagpadala na ng sulat ang MMDA sa mga ninirahan sa Area 11 ng notisya sa pagdedemolis na may petsang Marso 30. Ibig sabihin, isang araw pagkatapos ng pulong ng BOR ay handa na ang MMDA sa demolisyon! 

Sa kasunduan sa pagitan ni Cao at ni Bayani binigyan ng UP ng basbas ang MMDA sa ora-oradang planong  demolisyon. Alam ba ng UP kung gaano kabangis at walang habag ang pagwawasak ng mga tauhan ng MMDA sa mga komunidad ng mga maralitang taga-lungsod?

Malaking palaisipan din para sa amin kung bakit biglang nabago ang planong ekspansyon ng C5. Sa dating plano sa aming pagkaalam,  ang paglawak ng C5 sa bandang Balara ay apektado ang magkabilang bahagi ng daan, sa bahagi ng UP at sa bahagi ng MWSS at Ayala. Ngunit sa sulat ni Bayani Fernando kay Chancellor Cao na may petsang Marso 9, 2007, naghapag ng bagong iskema si Fernando, ito ang planong pagpapalawak ng C5 ay maapektuhan lamang ang UP at hindi na ang MWSS at Ayala. Paano nangyari ito?

Matindi naming tinututulan ang mga ganitong mga kontra-mahirap na hakbang ng Administrasyong Roman at Chancellor Cao.

Ipinaabot namin ang ganitong pagtutol kay Vice Chancellor for Community Affairs Grace Gregorio sa mga pulong na ginanap sa Area 11 (Abril 17) at sa Ricarte (Abril 19) bunga ng aming paggigiit na harapin kami ng mga opisyal ng UP.

Aming pinapanghawakan ang mga sumusunod na resulta ng mga naturang usapan  kay Vice Chancellor  Gregorio:

1.                  Walang galawan, habang walang malinaw na mga plano at usapan kaugnay ng aming paninirahan.
2.                  Pananagutan ng administrasyon ng UP sa pamamagitan ni Vice Chancellor Gregorio ang lahat ng aksyon ng MMDA at titiyaking walang kapahamakang magaganap sa mga residente at mga komunidad
3.                  Patuloy ang usapan sa pagitan ng administrasyon ng UP at ng binuong Task Force ng mga residente, mga estudyante at ng All UP Workers Union  para maligtas ang RIPADA at Area 11.

Nananawagan kami sa mga kapwa residente, mga guro, REPS, kawani at mga estudyante ng UP at iba pang mamamayan na makiisa para tutulan at labanan ang planong demolisyon ng RIPADA at ng Area 11.

UP CMC Professors Condemn Violation of Rep. Satur Ocampo’s Rights

The undersigned faculty members of the University of the Philippines College of Mass Communication (UP CMC) condemn in the strongest possible terms the filing of multiple murder charges against Bayan Muna Rep. Satur Ocampo which resulted in his arrest and detention last March 16.

That the charges were filed during the election season is already questionable, especially since Ocampo’s Bayan Muna Partylist group is running for representation in the House of Representatives and has been repeatedly accused by the powers-that- be as a communist front. The situation is preposterous as the crimes he allegedly committed happened more than two decades ago while he was in detention.

The authorities even had the audacity to push for his transfer to Hilongos, Leyte – where the case against him was filed – despite the scheduled oral arguments before the Supreme Court on March 23. If Rep. Ocampo can be denied due process, what kind of treatment can others similarly accused expect from this government?

Rep. Ocampo’s wife, Prof. Carolina Malay, was a faculty member of the UP CMC Department of Journalism from 1992 to 2000, during the last five years of which she was department chair. We admired Prof. Malay then for her dedication to the teaching and journalism profession, and we commend her at this point for her strength and unwavering resolve to fight for truth and justice. We join her in her struggle to uphold and protect our basic freedom.

We call on the authorities to stop harassing Ocampo and his co-accused and to respect their basic rights. An administration that claims to be both legitimate and serving the interest of the people is expected to do no less.
